New legal requirements for colours for tattoos and permanent make-up

Requirements for the labelling and use of certain substances in tattooing products and permanent make-up (PMU) have now been regulated at the European level for the first time: Regulation VO (EU) 2020/2081 amending Annex XVII of Regulation (EC) No 1907/2006 of the European Parliament and of the Council entered into force on 04 January 2021. This regulates the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) with regard to substances in tattoo colours or permanent make-up.

A transitional period of one year applies. From 04 January 2022, producers and distributors of colours intended for tattoos or permanent make-up must comply with the new regulations.

The focus of the regulation is the protection of consumers’ health. The regulations therefore include specific concentration limits for substances, such as metals, aromatic amines, polycyclic aromatic hydrocarbons (PAHs) and pigments.

Anyone who produces or sells tattoo inks or colours for permanent make-up have therefore only a few months to adapt their products to the new requirements of the regulation, such as labelling. Our WESSLING experts for cosmetic products will be happy to help you with this.
