New labelling requirements for wet wipes

This is new: from 03 July 2021, according to the Implementing Regulation (EU) 2020/2151, single-use plastic products, which include some cosmetics and cleaning products, must be labelled with a new pictogram.

These plastic products include wet wipes for personal and household care, which are very popular with consumers.

The labelling with the new pictogram draws the consumers’ attention to the fact that the products mentioned contain plastic. In addition, the pictogram points out the consequences of improper disposal of these single-use plastic products, as they contribute significantly to the pollution of the environment and the littering of the oceans with plastic.

When it comes to the labelling requirements for wet wipes, it is important to take a closer look at the material used: “Wet wipes made from non-natural polymers or natural polymers that have been chemically modified, such as polyester and polyhydroxyalkanoates (PHA), fall within the scope of the Directive. Wet wipes made entirely from natural polymers that have not been chemically modified, such as viscose and lyocell, do not fall within the scope of the Directive.” (Commission Notice Directive (EU) 2019/904, C(2021) 3762 final, 31 May 2021)

This guideline from the European Commission helps to decide whether a product is subject to Directive (EU) 2019/904 on reducing the impact of certain plastic products on the environment. Although the guideline is not legally binding, it does provide guidance. In the event of deviations, the burden of justification lies with the party wishing to deviate.

On 5 June 2019 the European Union already adopted Directive (EU) 2019/904 on reducing the impact of certain plastic products on the environment. It was implemented into national law on 10 February 2021 through the Single-Use Plastic Labelling Ordinance.
