They have to be produced in a way to ensure that there is no migration of substances from the packaging material into the product, or the packaging has no negative influence on the product, respectively. Safety Report in Compliance with EU Cosmetic Regulation 1223/2009

With regards to safety reports required for EU Cosmetic Regulation 1223/2009, Annex I, explicitly calls for assessing packaging materials. The characteristics relevant for packaging materials, particularly purity and stability, as well as potential contaminations or traces of prohibited substances, need to be considered during the assessment. As there are no consistent and comprehensive standards for particular limit values, or groups of substances, etc., regulations from food packaging are often used for evaluation.
